In tandem with the coordinated efforts of the government and other private organizations, Malaysia Crime Prevention Foundation is established with the aim to instill awareness among the public about the importance of crime prevention in Malaysia. Since the MCPF’s formation 1993, the foundation has initiated several programmes nationwide to emphasize the need for public participation in preventing crime. Among the programmes were the pilot projects such as the safe-city concept.

CPC in secondary schools were established nationwide to promote crime prevention awareness among pupils and enhance their knowledge of law enforcement.
Safe City Initiative is the brainchild of one of MCPF Exco members, Datin Seri Dr. Halimaton Saadiah bte Hashim, who is also the Director of Town and Country Planning Selangor. The idea makes its first debut on June 2, 1998 during MCPF Exco Meeting and after much research and discussion, was launched on October 26, 1998. The first area chosen was Bangsar.
